“The Depot on Detroit” AFFORDABLE APARTMENTS DEVELOPMENT

Northwest Neighborhoods (NWN) is partnering with Flaherty & Collins Development (F&C) on a proposal for 60 affordable apartment units on RTA-owned, vacant land just west of the West Blvd-Cudell rapid station. The proposed building, “The Depot on Detroit,” recently earned Low Income Housing Tax Credits from the Ohio Housing Finance Agency.

This $18+ million, transit-oriented development will be located on RTA’s 26 Detroit bus line and steps away from the Red Line, Cudell Recreation Center, Cudell Fine Arts Center and Marion C. Seltzer Elementary School. Transit passes will be provided free of charge to property residents to enhance their mobility. The apartments will be income-restricted.

Proposed amenities include free RTA passes for residents, community room with kitchenette and computers, a fitness center, bicycle parking and on-site vehicle parking lot.

Questions/comments from July 12 community meeting and responses from F&C and NWN:

  • RESPONSE: The Depot on Detroit will be for qualified households whose incomes are at or below 60% of the area median income. The team has committed to ensuring this property remains affordable for 30+ years.

  • RESPONSE: Flaherty & Collins and NWN are co-owners and will maintain the property throughout its 30-year affordability period. Flaherty & Collins Management will be the property manager.

  • RESPONSE: 1 parking space per residential unit.

  • RESPONSE: Yes, there will be windows on each side of the building. The windows facing the tracks will have additional noise mitigation features.

  • RESPONSE: We will be assessing the actual noise levels onsite through the development process and then implement design strategies for mitigation of nearby noise sources. These measures may include improved windows and/or insulation values at the exterior wall as well as implementation of vegetative materials for buffering.

  • RESPONSE: The building will pursue National Green Building Standard Silver Certification which requires the integration of sustainable (also known as eco-friendly) materials and design strategies.

  • RESPONSE: The rents here are relatively low, and cash flow will go towards permanent debt and soft/cash flow contingent debt.

  • RESPONSE: Units are rented on a first-come, first-served basis, and there is no preference for people working with NWN. Households are eligible for a unit if they meet certain income and background check requirements.

  • RESPONSE: The civil engineer for the project will be assessing the required storm water mitigation measures and implementing the appropriate strategies in order to meet or exceed local storm water requirements.

  • RESPONSE: A local general contractor will be selected for the project.

  • RESPONSE: Households with housing choice vouchers will be eligible to live at this development.

  • RESPONSE: The Depot on Detroit will provide affordable, workforce housing in an area where market rents are becoming unattainable for many households, helping to create a diverse neighborhood where people of all incomes can thrive. Households can quality for a unit at the Depot on Detroit if their incomes are at or below 60% of the area median income ($37,980 for a 1-person household - $58,620 for a 5-person household). The project will provide income diversity in a growing area and allow working families to take advantage of nearby amenities while not paying more than 30% of their incomes toward housing costs.

  • RESPONSE: The RTA is the current landowner and will sell the site to the partnership that will own the real estate. The development has budgeted to buy transit passes from the RTA to provide to the residents at no cost.

  • RESPONSE: No, the project will not have any commercial uses, only rental apartments with shared amenity space for the residents.

  • RESPONSE: Free internet for individual units is not currently planned, but there will be free wi-fi access in the development’s shared amenity spaces.

  • RESPONSE: The buildable area is fairly small, with the majority of the area being allocated for the structure and necessary parking. However, the design team will be working to strategically allocate green space for a children’s play area as part of the development of the design.

  • RESPONSE: The pathway from the property to RTA stop is within city-owned right-of-way; however it is our intent to work with the City of Cleveland in hopes of getting the City to upgrade the sidewalks and lighting along this pathway.

  • RESPONSE: The site is only 1.3 acres, which constrains what we can build. The development team feels that this site is most suitable for residential rental uses without commercial space. Visibility and parking would be a concern for any commercial tenants. Also, the funding program for this development constrains the number of units to 60. If we were to add more stories and units, the costs would increase and could render the project infeasible. Commercial uses would also decrease the number of residential units.

  • RESPONSE: The design team will take this feedback into consideration and look for opportunities to introduce additional colors which will be compliment the surrounding buildings.

  • RESPONSE: Thank you! Yes, we feel like this development is very appropriate for this site.

  • RESPONSE: We will work with appropriate entities to ensure this person(s) is appropriately re-housed and provided opportunities to live elsewhere. This person cannot stay on-site during construction. We are happy to provide this person an opportunity to live at Depot on Detroit, once construction is complete, if they can qualify.

  • RESPONSE: The development team has engaged a tree preservationist to perform a tree survey on the site. We intend to replace any large trees that will be lost to development and include plantings as part of the landscaping plan.

  • RESPONSE: The development team has no control over the RTA’s service but can pass this comment along to the appropriate RTA personnel.
